QUÉBEC CITY, September 19, 2024 /CNW/ – Today, Ombudsperson Marc-André Dowd presented his 2023-2024 Annual Report to the National Assembly.

Supervising employees and providing services to people

In recent years, labor shortages have made it necessary to speed up training for new people. Investigations carried out by the Protecteur du citoyen showed that administrative staff and managers it did not always give these workers the support they needed.

Since certain human policies would have made a humanitarian intervention, the Protector du citoyen recommended that the CHSLD make adequate training for new workers a priority.
The same approach applies to the use of control measures as a last resort. In shelters, hospitals and youth centers, youth workers were overzealous about control measures, especially long-term isolation. The Protecteur du citoyen recommended a high level of training for these workers so that, if possible, other solutions are chosen than measures that might seriously violate fundamental rights.
While he Juvenile Protection Act advocates the importance of giving preference to people who have a close relationship with the child to be placed, these applicants had to face a much lower allowance than the amount given to a legally registered foster family, although they must meet the same requirements. . The Protecteur du citoyen has recommended to the Ministère de la Santé et des Services sociaux (MSSS) that these families have the right to be treated in the same way as regular families raising children. The Protecteur du citoyen criticizes the refusal of the MSSS to act on this recommendation.
